05 December 2022- A Virginia man is looking at charges in Fulton County after police allegedly find him in possession of stolen Honda keys. Justin Alexander Kelley is behind bars on charges of felony theft, felony receiving stolen property, and misdemeanor possession of drug paraphernalia. Kelley is behind bars in Bedford County on request of Fulton County.
On December 3rd, reports came into PSP-McConnellsburg of a stolen vehicle from an address on Lincoln Highway, Licking Creek Township. Upon arrival, Pennsylvania State Police Troopers talked to the victims, who said that they had driven their son’s vehicle to work before parking it in the rear of the Fraternal Order of Eagles on Lincoln Highway. When both victims walked out back later in the day, they realized the car was gone and police were called.
When police arrived, one of the victims was actually upstairs with a worker at the FOE looking at a surveillance video. In the video, a 1999 White Ford F-150 with Virginia plates could be seen parking next to the victim’s vehicle, a 2003 Honda Accord. A man exited the pickup, grabbed a few items from the pickup, then entered the driver’s side door of the Accord. The man then drove away in the Accord, leaving the pickup truck behind. The Virginia plates were discovered to be registered out of Stephens City, VA.
Later that day, Troopers arrested a man at Sheetz in McConnellsburg after finding him based off descriptions of the man who stole the vehicle on tape. The person, now known to be Justin Kelley, was allegedly acting suspiciously to police. Kelley allegedly said he was dropped off by an unknown man in a white pickup truck. Identifying himself then to police as being from Winchester, Virginia, police asked him if that was near Stephens City. Allegedly answering yes, Kelley was placed under arrest. After being arrested, Kelley was searched and was allegedly in possession of a set of Honda keys, documents with the victim’s name on them, and a hypodermic needle. A subsequent search after the needle was alerted to police found a glass smoking pipe in Kelley’s bag after arrest.
Kelley is behind bars in Bedford County on request of Fulton County, with his bail being set at $100,000. His preliminary hearing is set for December 19th.
