Two people charged with hindering arrest of man wanted in 2023 Hagerstown attempted murder

03 May 2024- A woman who appears to be a partner and a friend were both arrested in Franklin County today after allegedly hindering the capture of Brian Morrow in August of 2023. Joshua Devan Botzan and Sabrina Ann Mowen are both charged with felony hindering apprehension by harboring a person with a known warrant, misdemeanor obstruction of law enforcement, and misdemeanor disorderly conduct. Mowen is charged with an additional count of hindering apprehension, as well. Both are free on unsecured bails of $15,000 each.

PSP say they were assisting members of a US Marshalls Fugitive Task Force while serving a warrant on Brian Morrow during the morning hours of August 25th, 2023. Morrow, Marshalls Service believed, was staying at a home on Rock Hill Road in Quincy Township while having an active arrest warrant for attempted homicide in Washington County, Maryland.

Upon arrival at the home, Troopers utilized emergency lights and sirens as well as a PA system to attempt to get Morrow to exit the home, but instead Botzan and Mowen exited the home and were quickly taken into custody. Interviews were quickly conducted with each, both allegedly maintaining that Morrow was not in the home and hadn’t been seen for a number of days by either party. Troopers say that this was contradicted by the fact Morrow’s motorcycle, truck, and Mowen’s vehicle were all parked at the home and Morrow was known to use all of those vehicles. Even after being told they would be charged with hindering an apprehension if they were less than truthful, both Mowen and Botzan allegedly continued to maintain that Morrow was not in the home.

US Marshalls Service and PSP were able to locate Morrow inside of the home, with him being found in the basement egress stairwell. A search warrant was quickly applied for pertaining to the home itself, with Troopers saying they found numerous unsecured firearms within the home, meaning that Morrow could have had access to any or all of them during his time on the lam. Additionally, Troopers specify that Morrow was wanted for attempted homicide involving firearms.

Joshua Botzan and Sabrina Mowen are both free on unsecured bails each of $15,000.
