Traffic stop on I-81 in Franklin County turns up almost 90lbs of marijuana

20 November 2023- A man with a Florida License, Oklahoma address, and driving a car with Texas plates is now behind bars in Franklin County, Pennsylvania following a normal traffic stop on I-81. Scott Richard Rousseau is charged with felony possession with intent to distribute and misdemeanor possession of drug paraphernalia. Rousseau has since posted bail of $75,000 with the help of a bondsman.

Around 4:35pm on November 16th, Pennsylvania State Police were on regular patrol of I-81NB in Franklin County when police spotted a grey Chevrolet Tahoe weaving in and out of lanes while speeding. A traffic stop was initiated around mile marker 20, Greene Township.

When police approached the car, the allegedly smelled a heavy smell of marijuana coming from the car. Additionally, they reportedly eventually found a marijuana blunt already rolled and inside the center console during their search.

The driver of the vehicle, Scott Rousseau of Tulsa, Oklahoma, was reportedly very nervous and fumbled getting his identification and other documents out. Due to numerous signs, police applied for a search warrant of the car and were eventually granted it.

Around 7:50pm that night, police were able to search the Tahoe and they say they found a large duffle bag, a large suitcase, and two boxes containing significant amounts of marijuana. Weighed in, police seized 89 pounds of marijuana. While not specified, it was likely that this was mainly marijuana leaf. Finally, police also seized the marijuana blunt inside the vehicle’s center console.

Scott Rousseau is free after posting bail. His preliminary hearing is set for November 28th.
