South Mountain Treatment patient charged with four cases, five felonies following series of assaults against staff

13 February 2024- Pennsylvania State Police say that a resident at the South Mountain Secure Treatment Center is facing multiple felonies following a series of assaults against staff.

Bilal Ryland is behind bars on $100,000 combined bail and is now in Franklin County Corrections following the incidents at South Mountain. Ryland has two cases pending in Common Pleas court, with Bilal being charged with felony aggravated assault against designated individuals and summary harassment for an incident on 11/30/23 as well as felony aggravated assault against designated individuals, three misdemeanor counts of assault, and three summary counts of harassment from an incident on 10/4/23. Ryland’s latest charges include two felony counts of aggravated assault against designated individuals, two misdemeanor counts of assault, and two counts of harassment from an incident on 11/26/23 and felony aggravated assault with extreme indifference on 09/30/23.

As for the incident on September 30th, Troopers were dispatched just after 9:30pm on that day to the treatment center for an assault by one of the residents. Troopers interviewed the victim, who said that he had approached Ryland due to him not being allowed to watch TV at that time.

That victim approached Ryland, PSP say, in a community area about the television viewing, with Ryland becoming verbally agitated. Soon after, Ryland allegedly swung at the victim and tried to grab his chest and neck, which caused immediate pain. Security footage of the incident corroborated the victim, Troopers say.

For the incident on 11/26/23, PSP say they were dispatched around 12:30pm that day for another reported assault. Troopers say they spoke to more staff members who allegedly said that Ryland had to be restrained because of “defiant behavior”. Ryland then got free from the restraints and punched the victim in the front of the head.

Ryland was questioned about this incident, to which he allegedly said that he was playing basketball when an employee grabbed him from behind. Ryland then allegedly said “he was so angry that he blacked out” and did not remember hitting the man.

Coupled with this incident is another that allegedly took place on February 1st, 2024, in which Ryland allegedly became restrained again because of “defiant behavior”. After restraining Ryland in a common area, he reportedly calmed down. After calming down, however, Ryland was released from the restraints and again became violent, reportedly punching a staff member in the back of the head three times.

Bilal Ryland is behind bars on $100,000 bail.
