Shippensburg man hit with drug, evading arrest charges after Trooper fractures his leg during pursuit

21 August 2023- A Pennsylvania State Police officer is on the mend after a series of chases involving a Shippensburg man. Kelby Jon Jones is charged in one case with misdemeanor possession of a controlled substance, misdemeanor drug paraphernalia possession, misdemeanor evading arrest, and citation disorderly conduct. In a second but related case, Jones is facing charges of Felony evading arrest, misdemeanor drug paraphernalia possession, misdemeanor flight to avoid apprehension, misdemeanor disorderly conduct, and misdemeanor possession of a controlled substance. Jones was denied bail by MDJ Rock for numerous failure to appear charges.

Around 8pm on August 17th, Pennsylvania State Police were investigating a tip that Kelby Jones was in the area of the Walmart store on Lincoln Way East. Jones was wanted for a prior PFA violation on Mont Alto Road. Around 8:15pm, police spotted Jones and identified themselves, leading Jones to allegedly flee on foot from them. During the chase a Pennsylvania State Police Trooper was injured in a fall trying to arrest Jones, fracturing his fibula.

Jones allegedly ran across Lincoln Way and hid in bushes to avoid the responding Troopers. He was allegedly able to get away from police but dropped a bookbag during the pursuit. Inside of the bag Troopers allegedly found documents and medical paperwork pertaining to Kelby Jones, as well as a plastic bag with suspected fentanyl powder and numerous pieces of drug paraphernalia.

The next day on August 18th around 9:30pm, Pennsylvania State Police Troopers were on routine patrol in Chambersburg Borough when they allegedly spotted Jones near the intersection of 4th Street and E Queen Street. After yelling out “Kelby” and seeing him react, Troopers made contact with Jones. Jones then allegedly turned and ran away behind the Domino’s store. Troopers were able to track Jones down after a ten minute pursuit on foot, with them taking him into custody near the original Dominos parking lot.

Jones was searched following his arrest, with Troopers allegedly finding a used crack pip, a red straw with powdery residue, and three tin foil wrappers with suspected fentanyl inside of it all on his person.

Kelby Jones was denied bail due to prior violations. His preliminary hearing is set for August 29th.
