Shippensburg Constable charged with official oppression, obstructing elections

20 March 2024- Pennsylvania State Police say that a Shippensburg-area State Constable is set to be facing obstruction of government and official oppression charges following multiple election day incidents.

Troopers say that on 11/07/23 (Election Day 2023), Troy Allen Beam, who is a Constable and described as a W/N/M-59 (white, Non-Hispanic male, 59 years old), caused disturbances at three polling locations. Those locations are;

  • 200 Airport Road, Southampton Township, Cumberland County
  • 125 Middle Spring Road, Southampton Township, Cumberland County
  • 56 Cleversburg Road, Southampton Township, Cumberland County

Complaints were filed, prompting a hearing where the accused was determined to have abused his authority and was removed from office. A criminal investigation ensued.

After numerous witnesses were interviewed, charges are set to be filed against Beam at District Court 09-3-01 for obstructing the administration of law or government function, official oppression, and disorderly conduct.

A preliminary hearing is tentative scheduled for 04/24/24.
