31 August 2023- A Quincy man is behind bars in Franklin County on both charges relating to a domestic incident as well as attempted homicide out of Washington County, Maryland. Brian Keith Morrow is charged with felony strangulation, misdemeanor assault, and misdemeanor intimidating a witness from a July incident in Waynesboro. Morrow is also facing charges in Washington County, Maryland for attempted homicide, leading to charges in Franklin County of felony arrest prior to requisition.
Washington Township Officers were dispatched around 9:30pm on July 26th for a reported domestic after the fact. When they arrived, police talked to the victim who said that Morrow was at her home and that they were in a relationship. Morrow was told leave the home after some time, to which he allegedly followed her inside and grabbed her by the throat and body to hold her in place. Choking the victim for 15-20 seconds, Morrow allegedly let her go and left. It was after the fact that the victim ran to get her phone but found it was taken by Morrow, with the victim only finding this out through her smart watch.
Police arrived shortly after police arrived, they seized a Norsemen Motorcycle Club denim vest from the scene but that was all that remained of him following the incident.
Almost a month later, the US Marshals Service and Pennsylvania State Police were dispatched to a home on Rock Hill Road in Quincy Township. That home, occupied by Brian Morrow, was entered by the police on an extraditable warrant for attempted homicide made out by the Washington County Sheriff’s Office in Maryland. Morrow was taken into custody without listed incident by US Marshals and he is currently behind bars in Franklin County.
Searches of Maryland Databases find a case filed by the WCSO in July but charges have been transferred to the WC Circuit Court. In transfer now, details of Morrow’s pending Maryland case are unclear.
Brian Keith Morrow is behind bars in Franklin County, PA. His preliminary hearing in Pennsylvania is set for September 5th on the domestic violence charges and September 29th for extradition charges.
