PSP say Philly man stole truck in Altoona after escaping prison in Blair County

08 December 2023- On 12/03/2023, 33-year-old Isaiah Tilghman escaped from the Blair County Prison on Market Square Alley in Hollidaysburg. He had been serving time for multiple felony drug convictions out of Altoona and was being held on a parole detainer.

Tilghman had committed similar drug offenses in State College, Centre County, and there is strangulation, evading arrest, and harassment charges pending for an incident that occurred in State College. Tilghman had been previously paroled to a halfway house in Philadelphia in January of 2022; however, he immediately absconded from supervision.

Following his 12/03/2023 escape, Tilghman stole the pictured red 2011 Ford F-150 from a business on South Logan Boulevard in Altoona. He proceeded across the street and stole Pennsylvania registration ZNR9945, which he affixed to the truck; both of which were captured on a license plate reader in the Port Richmond area of Philadelphia on 12/05/2023 at 0400 hours.

Tilghman has since stolen Pennsylvania registration ZKA1062 from a vehicle parked on Bellgrade Street in Philadelphia, leaving the first stolen registration affixed to the vehicle from which he procured the second one.

He is still believed to be operating the same F-150.

Tilghman is originally from Philadelphia.
