Franklin Co. PSP Roundup: Troopers looking for man they say exposed himself in a parking lot

05 December 2023- Pennsylvania State Police say that a Shippensburg man is facing DUI charges following a stop in Hamilton Township, Franklin County earlier this month.

Raul Ortiz-Escribano, 63, of Shippensburg was driving around the 1500 block of Richard Avenue in Hamilton Township just after 1am on December 2nd when he was stopped by Troopers for traffic violations. While Troopers spoke to Ortiz-Escribano they allegedly deduced that he was under the influence of controlled substances. Charges against Ortiz-Escribano are pending following lab results on his blood.

PSP took a report of a man allegedly exposing himself to a woman inside of a car in Guilford Township earlier this month. At the current time nobody has been charged as a result of the incident around 2:15pm on December 1st but a 59 year old female victim was reported to have been affected.

Police arrived at the TJ Maxx parking lot on Lincoln Way East and learned that the victim was exiting her vehicle when she noticed a man in the car next to her expose himself to her. PSP list a 2007 Saturn Ion to be involved in the incident, but it is unclear in releases if that was the car of the alleged perpetrator.

A 27 year old Martinsburg man is facing drug possession charges following a traffic stop on I-81NB in Franklin County. Police say they pulled the unnamed man over in his 2015 Acura TLX around 7:45am on November 22nd for traffic violations.

The man was allegedly in possession of marijuana and drug paraphernalia. PSP continue to investigate with charges pending.
