Franklin Co. PSP Roundup: 91 year old airlifted following September crash on LWW

10 October 2023- Pennsylvania State Police say a Greencastle man is facing charges following them finding him passed out in the driver seat of his vehicle last month. Kyle Arruda, 36, of Greencastle is facing charges of false identification to law enforcement and DUI as a result of the incident.

Police say they found Arruda passed out in his drivers seat around 8:55pm on September 6th in the 200 block of Park Street, Mont Alto Borough. Arruda was arrested for DUI on a controlled substance as well as allegedly giving police false information when he was approached.


In an update to a prior incident, police say that a 37 year old Chambersburg man caused hundreds of dollars worth of damage following a chase both in a vehicle and on foot. Shawn Starliper, 37, is charged with a number of stalking and harassment related offenses as well as running from police following a warrant service.

Police say that nobody was injured as a result of the chase, but a white vinyl fence valued at $500 and a yellow plastic barrier pole valued at $500 were damaged. Additionally, a 2014 Nissan was involved and subsequently towed during the incident.


Troopers are looking for more information following a criminal mischief involving pumpkins in Quincy Township. Police say the 65 year old female victim discovered someone had thrown pumpkins at her fence and damaged multiple boards.

The incident allegedly was found out around 6:51am on October 8th on Manheim Road, Quincy Township. PSP Continue to investigate.


A 91 year old Fort Loudon woman was transported by air medical to Altoona following a crash in Peters Township last month. Police say a 2008 Mercury driven by the nonagenarian was traveling north on Hawbaker Road when a 1995 Ford Ranger driven by a 64 year old Chambersburg man was driving east on Lincoln Way West.

The Mercury tried to cross Lincoln Way West without clearing the intersection and was subsequently hit by the pickup near the front end of her vehicle. Both the Ranger and Mercury sustained disabling damage, according to PSP investigators, with the 91 year old woman being flown by Air Methods Maryland to Altoona Hospital for treatment. The 64 year old man was transported by a witness to Chambersburg Hospital for minor injuries.
