16 August 2023- Chambersburg Police Department is investigating a hit and run accident that occurred on the first block of North Third Street on 8/6/2023 between 3:00am and 6:00am. The vehicle has been positively identified as the green Dodge Ram photographed above, however the driver has not been identified. Anyone with knowledge of the driver is asked to contact police.
On 08/14/2023, The Chambersburg Police Department responded to Target, 913 Norland Ave, for a reported use of stolen credit cards. The victim had been shopping at Giant, 925 Norland Ave, when her wallet was stolen. Just a few minutes later, she received a notification on her phone that her credit cards were being used at Target.
The victim’s wallet was found in a trash can in front of Target. The suspects in this case used the victim’s card to purchase gift cards worth a total of over $1000. The individuals shown in this photo may have information relevant to an ongoing police investigation.

On 8/14/2023 at approximately 6:30 pm. Chambersburg Police was dispatched to the 100 block of Grandview Avenue for a package theft from a porch. A light skinned black male in his late teens or early 20’s was observed by the homeowner taking the package. The suspect was wearing a red sweatshirt and blue jeans and had a high hair style. The suspect was last observed by the property owner running into Barclay Village on Heintzelman Avenue. Anyone with information regarding the theft is asked to contact Chambersburg Police or leave a tip.
Annuel Duplessy was identified as the driver of a vehicle who fled after he was involved in an accident. Duplessy is wanted for Accidents involving damage to an attended vehicle. Anyone with information on his location is asked to contact the Chambersburg Police Dept. or leave a tip on Crime Watch.
Chambersburg Police are looking for Michael Robinson, who they say stole a package valued at almost $300.00 from the victim’s porch. Anyone with information on Robinson’s location is asked to contact the Chambersburg Police Dept. or leave a tip on Crime Watch.
Police are looking for Ionut Chimpeanu, who they say conspired with two other individuals to steal cosmetic items from multiple locations. Chimpeanu and his coconspirators are responsible for stealing over $4000.00 worth of merchandise from multiple locations. Police in Chambersburg have issued a warrant for William Rivera-Guasp, who they say violated a final protection from abuse order by showing up at the victim’s residence and attempting to communicate with her. Rivera-Guasp is wanted for Contempt for violation of order or agreement (PFA violation), anyone with information on his location is asked to contact the Chambersburg Police Dept. or leave a tip on Crime Watch.
Chambersburg PD are looking for Frank Rose, who allegedly loaded $1000.00 onto a gift card utilizing 10 fake $100 bills. Rose is wanted for Forgery and Theft by Deception. Anyone with information on Rose’s location is asked to contact the Chambersburg Police Dept. or leave a tip on Crime Watch.
Police are also looking for Soloto Cortez Fletcher, who they say committed an identical crime. It is unclear whether Rose and Fletcher conspired to commit the crime together.
