16 October 2023- On Wednesday October 18th 2023, the Chambersburg Police Department will be participating in the “2023 Operation Safe Stop” in partnership with the Pennsylvania Department of Transportation.
Operation Safe Stop is a proactive approach to educate the motoring public that passing a stopped school bus, when children are loading or unloading, is both dangerous and illegal.
Law enforcement agencies, school transportation providers, pupil transportation associations, and PennDOT have combined their efforts to raise public awareness about the potential consequences of these traffic violations and reduce the occurrence of illegal school bus passes. Our goal is to keep our children safe. As stated in a previously released CPD Public Service Announcement, the following is the Pennsylvania law regarding a school bus stop.
3345. Meeting or overtaking school bus: (a) Duty of approaching driver when red signals are flashing.–Except as provided in subsection (g), the driver of a vehicle meeting or overtaking any school bus stopped on a highway or trafficway shall stop at least ten feet before reaching the school bus when the red signal lights on the school bus are flashing and the side stop signal arms are activated under section 4552(b.1) (relating to general requirements for school buses). The driver shall not proceed until the flashing red signal lights are no longer actuated. In no event shall a driver of a vehicle resume motion of the vehicle until the school children who may have alighted from the school bus have reached a place of safety. The driver of a vehicle approaching an intersection at which a school bus is stopped shall stop his vehicle at that intersection until the flashing red signal lights are no longer actuated.
On 8/17/2023, CPD was dispatched to the 500 block of Guilford Ave for what was initially reported as a hit and run. It was later determined that the vehicle was stolen and then returned to the owner’s property. The vehicle sustained damage during the timeframe that it was stolen. On 09/19/2023 a suspect purchased items from Sheetz at 1 Monticello Court utilizing a fake $100.00 bill. The person shown in this photo may information relevant to this ongoing police investigation. He is a person of interest, but not necessarily a suspect at this time. On 10/08/2023 at approximately 0016 hrs, CPD officers were dispatched to the 400 block of W Washington St. for possible shots fired. Upon arrival, officers observed an operator of a motor vehicle driving in the area without the vehicle’s headlights activated. A traffic stop was conducted and officers observed ammunition inside of the vehicle.
The occupants complied with commands and two firearms were removed from the vehicle. After further investigation, it was discovered that the individuals wanted to practice firing their newly purchased weapons in an unoccupied area outside of CPD jurisdiction. Two of the occupants of the vehicle, Javon Devante Smith and Gracie Baker, were taken into custody for being in possession of a concealed firearm without a valid concealed carry permit. Smith was also charged with driving under suspension (S) and periods of required lighting (S). Baker and Smith were transported to the Franklin County Jail.
On 10/09/2023 at approximately 10:00 PM a male entered an apartment building in the Unit block of Lincoln Way West. Once inside, the male stole a chopper style bicycle and left the area heading West on Lincoln Way West. The person shown in this photo may information relevant to an ongoing police investigation.
