Compliance strikes, spit sock, and hospitalization needed as Greencastle man arrested for assault of an officer, resisting arrest, more

11 June 2024- A Greencastle man is facing one felony and numerous other charges after a night of alleged mixed drug and alcohol use and fights with both his neighbors and officers. Jacob Cameron Downin was charged with felony assault of a law enforcement officer, misdemeanor open lewdness, two misdemeanor counts of possession of a controlled substance, misdemeanor drug paraphernalia possession, misdemeanor resisting arrest, misdemeanor disorderly conduct, and summary public drunkenness. Downin has since posted bail of $15,000 and is free awaiting his next court date.

Pennsylvania State Police were called to a disturbance between neighbors around 2:23am on June 8th on Carlisle Street in Greencastle Borough. When they arrived, they couldn’t find a perpetrator but eventually found Jacob Downin screaming in the area of 36 N Carlisle Street.

Downin reportedly had sweatpants lowered to his knees, underwear down to mid thigh, and was urinating in public. PSP say Downin was screaming “look at my penis” and was yelling, “tell your husband to come over so I can kick his ass”. He also allegedly admitted to be drinking (to which Troopers say Twisted Tea was present) and vaping marijuana on his day off.

While Downin allegedly screamed that he was on his own property and not “doing anything wrong”, PSP disagreed and began to arrest him for public drunkenness and disorderly conduct. Trying to escort Downin to their cruiser, PSP say Downin’s girlfriend tried to calm him down before getting in front of Troopers and blocking their way. Troopers then attempted to get Downin in the vehicle again, but he fell to the ground and allegedly told them “you are going to have to drag me to the car”.

During attempts to grab his arms and legs, Troopers say that Downin kicked or attempted to kick one Trooper’s face and wrists. Immediately after, one Trooper says he executed “approximately five compliance strikes” to the nose and mouth of Downin, giving the latter a bloody nose. He allegedly continued to resist while in the police vehicle, however, including reportedly unbuckling himself three times and being uncooperative. He additionally was uncooperative with Greencastle EMS prior to transport to Chambersburg Hospital, Troopers say. Finally, when finally at the hospital, PSP say Downin had to have a spit sock placed over his head due to spitting “in all directions” and for the safety of hospital personnel.

Jacob Downin is now free after posting bail of $15,000 with the help of a bail bondsman.
