Carnival game operator who ran games across Cumberland Co. jailed for sex offender violations

08 February 2024- In June of 2023, the Pennsylvania State Police, Troop H Carlisle, received information that a registered sex offender named Richard Ridley, being classified as a sexually violent predator, owned and operated a carnival game business under the name of R.S. Entertainment.

Through an investigation, it was determined that Ridley had been operating his carnival games at various local venues in Newville, South Newton Township, Mount Holly Springs, and Red Lion. After this, it was determined by PSP that Ridley was operating a business but had failed to report his employment to the Pennsylvania State Police in accordance with Megan’s Law.

Therefore, on February 7th, Ridley was taken into custody by PSP pursuant to an arrest warrant for violating Megan’s Law and is currently committed to Cumberland County Prison on $10,000 bail.

Ridley is described in his file as being a 53 years old white male with a heigh of 5’8″ and weight of 195lbs. His eyes are green and has brown hair as well as scars on his chin. He was previously convicted in 1993 AND 2006 of Involuntary Deviate Sexual Intercourse. The age of the victim is not known as these convictions took place before reforms to sex offender resources.
