BREAKING: Shippensburg man charged with kidnapping runaway, concealing her from police

23 May 2024- A Shippensburg man is facing kidnapping and more charges after allegedly harboring a runaway girl in his home for an unknown amount of time. Cham Amar Foster is behind bars on $200,000 after being charged with felony kidnapping of a minor- interfering with a public official, felony concealment of whereabouts of a child, misdemeanor interference with the custody of a child, and misdemeanor corruption of minors.

Pennsylvania State Police were contacted by Delaware State Police on May 22nd in regard to a missing juvenile female. That female had run away from home on Monday, May 20th and was utilizing a cell phone that would be eventually associated with Cham Foster of Shippensburg, PA. Troopers were able to head to Foster’s home on White Church Road and speak to a number of his neighbors.

During this initial canvas, PSP say that nobody had seen the missing female but Foster was usually home if two cars were parked in the driveway. Using this later knowledge, Troopers tried to make contact with Foster at his home multiple times verbally and by knocking on his door. However, Troopers say nobody answered and “made entry under exigency based upon information gathered” during the previous interviews.

After making their way inside, Troopers found Foster and the missing girl, with the latter located underneath a bed in the upstairs of the home. They were both taken into custody without incident.

The juvenile was quickly forensically interviewed. During this interview, she allegedly told police she was running away from her home and was trying hitchhike to Canada. During her travels, she reportedly ran into Foster who said he could get her to Canada. Instead of taking her to Canada, though, Foster allegedly took the victim to his home. She remained at the home until PSP entered the premises.

The victim, PSP say, told them that foster had “a pole thing” that was a long stick that held the doorknob to the bedroom closed. This did not allow anyone to get in and made it significantly difficult to get out. Additionally, the victim said she slept in the same room as Foster and did not go outside “in fear she would be recognized”.

Foster was interviewed, as well, with him allegedly saying that “he watched her at all times while at the residence”. He reportedly admitted to transporting the girl across state lines and knew she had run away from her family’s home. Again, PSP say he admitted to NOT contacting law enforcement, child services, or any agency or person that could help return her.

Cham Foster remains behind bars on $200,000 bail.
