08 August 2023- A well known Waynesboro baseball coach and President of the Waynesboro Youth League is looking at a series of felonies after being accused of child sex crimes. Justin Travis Biser, 44, is charged with felony statutory sexual assault: 11 years older, felony IDSI person less than 16, felony aggravated indecent assault, two counts of felony corruption of minors, felony sexual assault, misdemeanor indecent exposure, misdemeanor indecent assault of a person less than 16, and misdemeanor corruption of minors. Biser is behind bars on $500,000 bail. Many may know Biser as a prominent baseball coach and president of a youth sports organization in Waynesboro.
On May 17th of this year, the Washington Township PD were informed by an anonymous complaint filed online of wrongdoing against Justin Biser. In the tip, the anonymous source said that Justin Biser was inviting teenage girls over to his house to drink alcohol. Additionally, it was said that “Biser works in a government position at a military installation and has released confidential information about coworkers and operations”. The tip also allegedly listed multiple people who were known to go to Biser’s house. Finally, the tip had two screenshots showing a conversation of explicit nature between Biser and a victim over Facebook Messenger and the other of a Snapchat message asking for another victim to come over.
Police received more information from an anonymous complainant directly at the station on May 19th, with this victim alleging that Biser was inviting young girls over and providing them with alcohol. In addition, Biser would disclose information about his job that he shouldn’t. After exchanging information, the victim was referred to the Franklin County Child Advocacy Center for a full forensic interview.
It was at this point that the Pennsylvania Office of the Attorney General became involved, due to what the Franklin County District Attorney’s Office called “a prosecutorial conflict” after identifications of some of the potential victims were brought forward. The case has subsequently since been remanded to the AG’s Office.
An interview at the Franklin County Child Advocacy Center was conducted with a 17 year old victim. The victim reported an incident where she had gone to Biser’s house because of an argument with her boyfriend, who they both knew well. While there she claimed Biser tried giving her alcohol multiple times, asked prying questions of a sexual nature and, late in the evening, convinced her to spend the night on his couch.
The victim went on to report that around 4am she woke up to find Biser on top of her and despite trying to fend him off, was sexually assaulted. The victim immediately left after the assault and went home. The next week, Biser allegedly badgered the victim to come over dozens of times through Snapchat as well as asking for nude pictures. At the end of the interview, the victim indicated she knew of another person who may be affected by Biser’s actions and that information was turned over to police.
It should be noted that both the first juvenile and the second interviewed said that alcohol featured prominently in their interactions with Biser, with one describing him as “constantly drinking” and made reference to him always having Captain Morgan.
The second interview conducted by the AG’s Office was conducted on July 24th after some time due to the victim’s desire to process information first. It is an extended interview, with Biser being accused of giving the then-15 year old victim a significant amount of rum before sexually assaulting her at both his home and hers. The day after the series of assaults, the victim and Biser allegedly video called over Facebook, with Biser telling her that he took a video on his phone of her screaming in his driveway. He then allegedly said that when she turned 18 he would “show it to her and they could have fun”.
Biser failed to post bail of $500,000 and is behind bars in Franklin County. His preliminary hearing is set for August 15th.
