Arrest made in Shippensburg traffic stop, Carlisle man found to have illegally possessed gun without a serial number

11 August 2023- A Carlisle man is behind bars in Cumberland County after he’s a passenger in a traffic stop in Shippensburg. Jamal Joel Burrell is charged with felony possession of a firearm without a concealed carry license, felony possession of a firearm with an altered manufacturer number, misdemeanor drug possession, and misdemeanor drug paraphernalia possession. Burrell failed to post bail of $100,000.

Around 2:50am on August 11th, Pennsylvania State Police patrol on US-11 Ritner Highway in Southampton Township found a 2000 Mazda Protégé that was crossing the solid fog line multiple times multiple times. Police stopped the vehicle and talked to the driver. The driver, who has not been charged as of now, was allegedly extremely nervous and had his head down the whole time with shaking hands. The man then allegedly said he was driving on a suspended license, to which police asked to interview everyone else since no one else had a valid license.

Two other passengers were in the car, including Jamal Burrell in the front seat. When interviewed separately by police, all three men allegedly gave different and inconsistent stories about their nights. Police then secured a search of the vehicle from the driver and during the search they allegedly found a .22 Heritage Arms Revolver, multiple glass smoking devices, and several clear plastic bags containing suspected controlled substances. They were all located in the front passenger seat area in a black and grey bag near where Burrell was sitting.

Burrell allegedly claimed ownership of the items, to which he also stated he did not have a legal concealed carry permit for the loaded revolver. He was subsequently taken into custody. While police put the items into evidence back at PSP-Carlisle, they reportedly found that the gun had a serial number filed off it.

Jamal Burrell is behind bars on $100,000 bail. His preliminary hearing is set for August 23rd.
