After two years of investigations, a Waynesboro man is charged with dissemination, possession of child porn

23 February 2024- A multi-year investigation into a Waynesboro man finally wraps with charges involving dissemination of child pornography. Justin Frank Chappell is charged with three felony counts of child pornography possession, felony dissemination of child sex acts, and felony criminal use of a communications facility. Chappell was arraigned and is currently behind bars on $300,000 bail.

All the way back in October of 2022, Yahoo filed a cybertip with the National Center for Missing and Exploited Children. That report was that apparent child pornography had been uploaded to their systems by a user with an email address and phone number with a 717 area code. All the relevant info, including email address, DOB of the user, the IP address of the upload, and the purported name of the user was given to PSP.

PSP say in court filings that multiple subpoenas and warrants had to be executed due to a loss of data, but eventually an AT&T subpoena yielded information pertaining to Justin Chappell of Longview Avenue in Waynesboro. After conducting surveillance of the home, PSP conducted search warrants on Chappell’s ISP. Those warrants found that it was extremely likely for someone at Chappell’s IP address to be the one that uploaded the purported child pornography all the way back in 2022.

Search warrants were applied for and granted for any electronic devices on Chappell’s person and property, which reportedly found an iPhone belonging to Chappell and his Asus desktop computer. While Chappell lived with his wife and children, the devices were confirmed to be his.

Troopers say that when they conducted forensic searches on Chappell’s iPhone, they found multiple files of child pornography. Additionally, a search of the phone found email address logins to the Yahoo emails that garnered the initial cybertips.

Justin Chappell is behind bars on $300,000 bail.
