10 July 2023- A Mercersburg man is behind bars today on a series of conditions after being charged with multiple counts of sexual assault of a minor. Donald Phillip Seipler is charged with felony IDSI person less than 16, felony IDSI with a child, and felony indecent assault of a person less than 13. Seipler is behind bars on $100 until bail conditions can be met. Seipler was originally given a $50,000 unsecured bail but since had it changed with conditions of no contact with the victim, GPS monitoring, and no contact with any minor under the age of 16.
Pennsylvania State Police Troopers were dispatched to a home in St Thomas Township on June 30th for a report of a sexual assault. Troopers then conducted a minimal facts interview with the 10 year old victim until a later date at the Franklin County Children’s Advocacy Center.
On June 12th, a forensic interview was conducted at the Advocacy Center of the victim. During the interview, the victim allegedly told investigators that he was playing a video game in his bedroom and Seipler was watching a movie. At one point during the incident, Seipler allegedly pulled down the victim’s pants and began to sexually assault him. After the victim realized what was happening he pushed Seipler off of him and told him to leave. Seipler allegedly told the victim not to tell anyone.
On July 6th, Seipler was interviewed at PSP-Chambersburg. During the interview, Seipler allegedly admitted to the prior allegations, as well as told them that he had the victim touch him inappropriately.
Donald Seipler is behind bars prior to bail conditions being met. His preliminary hearing is set for July 18th.
